  5.     Angry small-business owners in Texas who don't get loans from
  6. NCNB, the giant Southern bank, sometimes say the initials stand
  7. for "No Cash for No Body." The gripes grew even louder last
  8. month, when NCNB and C&S/Sovran said they would merge to form
  9. the third largest U.S. bank. Critics predicted short shrift for
  10. the poor and struggling. But last week the new giant,
  11. NationsBank, promised to lend $10 billion during the next decade
  12. in a community-development program that will encompass nine
  13. states. Goals include the financing of affordable housing and
  14. consumer loans for workers "left on the sidelines of economic
  15. progress."
